In effect
Report last year's whole-building energy and water use to the city through Energy Star Portfolio Manager.
- Who it applies to
- Buildings over 25,000 square feet, and tax lots with multiple buildings totalling over 100,000 square feet.
- If you miss it
- $500 per quarter until you file, capped at $2,000 a year, plus a separate $1,250 penalty for failing to post your energy grade.

In effect
Stay under your building's carbon limit, and file an annual emissions report certified by a registered design professional. Limits tighten sharply in 2030.

- Most buildings over 25,000 square feet, with different limits by occupancy type.
- If you miss it
- $268 for every metric ton of CO2e above your building's limit, every year you exceed it.
